What Does Martyn’s Law Mean For My School?

The Terrorism (Protection of Premises) Bill, otherwise known as Martyn’s Law, is named after a victim of the Manchester Arena Attacks, Martyn Hett.

This legislation is designed to safeguard public premises’, and ensure they are prepared and protected against potential terror attacks. The legislation would make it a legal requirement for public spaces to assess the risk of a terrorist attack and put measures in place to respond to those risks.

The law applies to all publicly available spaces, however, schools are treated differently under this Bill given that most will already have lockdown and evacuation procedures in place already.

Although there will be no specific requirements for schools to undergo rigorous terrorism training, it does mean they will need to implement or improve the following security measures if they have not done so already:

• Improved Risk Assessments: Schools, universities and colleges must undertake specific risk assessments to understand and mitigate terrorism risk.
• Lockdown Procedures: Each school will need lockdown and evacuation processes to keep students and staff safe in the case of an attack.
• Communication Plans: Schools need to ensure all of the systems they need to alert staff and students of an emergency are in place and tested regularly.
