Clarion Communication Management has launched a flexible Digital Alerts model to help education settings prepare for Martyn’s Law without overcomplicating their infrastructure. With the Terrorism (Protection of Premises) Act 2025 now passed but not yet in force, schools and colleges are beginning to plan – and communication is proving the most natural first step.
Proportionate Preparedness
The Act received Royal Assent in April 2025. It is expected to be implemented no sooner than Spring 2027, with at least 24 months of preparatory time. The Security Industry Authority (SIA) will act as the regulator and many education leaders are choosing to act now to improve preparedness in proportionate ways.
A recent termly survey data suggests that around 26% of primary and 36% of secondary schools have already run invacuation or lockdown drills – showing growing awareness, even while real incidents remain very rare.

Clarion’s approach starts by assessing what’s already in place – from paging systems to Microsoft Teams – and then adds one-touch triggers, approved messaging scripts, and drill cadence support.
